Clare assists central and local government clients to develop road safety programmes and projects that address safety risk from the planning and business case stages through to detailed design. Clare is also an experienced safety auditor at all stages of projects.
About Clare
Clare is a Road Safety Engineer and Transport Planner with 25 years’ experience across local government and consulting in New Zealand, Asia and Europe. She has a broad range of experience covering road safety engineering, transport and land-use planning, business case development and strategic planning. Clare is IAP2 qualified and has significant experience in public and stakeholder engagement as well as local government systems and processes. With this background Clare enjoys bringing a strategic focus to projects of all scales, ensuring that the desired outcomes are met. Clare is regularly asked to design, review or safety audit transport engineering projects, both internally at Abley and extrenally, providing sound technical advice, particularly for active transport, safety and urban development projects.
Clare did her honours degree in Civil Engineering, at The University of Liverpool. She began her career in the transportation department at Birmingham City Council, where she became involved in road safety engineering. From there she moved to a consultancy, Mouchel where she worked as a safety engineer with the Hertfordshire Highways alliance. In 2003 Clare moved to TMS consultancy, a specialist road safety and traffic engineering consultancy where she: undertook crash reduction studies and over 1,000 road safety audits across the UK and Ireland; assisted in delivering road safety engineering training courses and workshops; developed road safety related standards and guidelines; undertook forensic crash analysis and wrote safety management plans.
In 2006 Clare moved to New Zealand, initially working for GHD as a Safety engineer on a range of projects across the country. She then returned to Local Government in 2013 with Tauranga City Council. At Tauranga City Council Clare worked as a transport planner for seven years, leading the development of programme business cases and developing the transportation elements of structure plans for new growth areas and urban intensification plan changes. She was also responsible for pulling together the transportation elements of long-term and Annual Plans as well as Regional and National Land Transport Programme bids. Clare used this strategic, tactical and funding experience to supplement her road safety engineering skills and take up a team leader role with the transport safety team at Tauranga City Council. She moved to Abley late in 2021 where she has worked on projects across the planning and road safety areas of the business.
Clare enjoys using her range of experience to help her clients improve road safety outcomes. In particular, she relishes the challenge of transportation and safety engineering with no two projects or days being the same.
