Carl O’Neil

Principal Transportation Engineer
BE (Hons)

Carl works across a range of Abley’s Transportation areas and spatial and technology projects which have a transportation application.

Carl has particular expertise in strategic road safety, which essentially aims to highlight areas of road safety risk, and how road controlling authorities can best reduce deaths and serious injuries on their network.

About Carl

Carl attended the University of Canterbury, completing a Bachelor of Engineering with Honours in Civil Engineering in 2014.

Carl began his career at Abley in Christchurch in 2015 after working for short periods in asset and temporary traffic management prior to completing his degree. Carl moved to the Nelson/Tasman area during mid-2020, creating a local presence for Abley at the top of the South Island.

Carl has been involved in a wide range transportation activities during his time at Abley. Some of these include transportation modelling, using tools such as S-Paramics and SIDRA to model the effects of changes to the road network, transportation assessments, resource consent reviews, safety auditing, research and strategy writing for a range of private and public sector clients.

Carl’s expertise lies in his in-depth knowledge of the technical intricacies of road safety analysis and the practical and strategic considerations which govern road safety improvements. His key areas of work include the identification and prioritisation of road safety projects at a state or national level, high-risk curve analysis and high-risk intersection analysis.

Carl is a key resource for the Waka Kotahi, utilising and refining technical geospatial information to inform road safety analyses and programme development. Carl has applied his skills to projects for ACC, Transport for NSW and the Department of Transport and Main Roads Queensland. In 2017, Carl was awarded two prizes for best paper at the Engineering NZ Transportation Conference for his paper on prioritising high-risk curves for treatment.

Carl relishes working with large amounts of information or datasets and finding specialised technical solutions to  improve transport outcomes for communities. Carl is a great communicator and adds value by communicating complex technical information in a way that is easy to understand.
