Transport assessment reports

A Transport Assessment is a key part of the resource consent application for your development. We help developers gain consent by providing a transport assessment report with transport planning and engineering advice.

Developments requiring Transport Assessments include residential subdivisions, retirement villages, service stations and mixed-use developments. Larger developments may require a full Integrated Transport Assessment (ITA) report.  

We can help you gain resource consent swiftly and affordably. With many successful transport resource consent applications for property developers, your resource consent application is in safe hands.

A typical transport assessment project includes:

  • Site visit to observe the current transport environment and site features.
  • Initial concept design advice – for example locating an access point.
  • A preliminary design review to test the function of the design and its performance against relevant standards.
  • Preparing a transport assessment report to support your resource consent application.
  • Internal review to ensure quality outputs.

The price depends on the complexity of your project and the number of design stages your project requires.

Transport assessment packages: $6,000 to $8,500 + GST.

Transport due diligence memorandum

Undertake due diligence on transport for the location for your new development. We assess important transport criteria for the prospective site or sites for your development and provide you with information you need to make an informed decision on purchase. 

The memorandum includes:

  • A description of the existing transport and land use environment
  • A description of any known future changes that may affect the suitability of the site for the development.
  • Consideration of accessibility, safety, road frontage and known traffic conditions.

Transport due diligence memorandum: $2,500 – $4,000 + GST for a single site. Include additional sites for $1,250 – $1,750 + GST per site.

Assessment against specific business criteria such as areas required for parking, truck access, or a multi criteria analysis requires an additional fee.

These additional services may be helpful for certain developments:

  • Consideration of mandated assessment frameworks.
  • Multi-criteria analysis.
  • Site comparison.

Resolutions for new road signs & markings

New developments may require existing road signs and lines to be altered. Altering these signs and lines requires a formal resolution process. 

We can prepare you consultation letters and plans for road alterations (for example, new signage, kerb buildouts, and road markings) to formalise such alterations via a resolution process with the road controlling authority. 

A resolution project includes:

  • Correspondence with the road controlling authority.
  • Preparation of an engagement plan and letter for engagement.
  • Seeking feedback from the road controlling authority’s technical specialists, the local board, and affected property owners.
  • Compiling the feedback and any responses.
  • Preparing a resolution report and a resolution plan.
  • Internal review to ensure quality outputs.
  • Issuing the report and plan to the road controlling authority for committee consideration.

Resolution project: $2,500 to $3,750 + GST. 

This assumes that the road controlling authority can provide the base plans. If the road controlling authority requires broader consultation – this requires an additional fee.

Car park design reviews

Review your existing or proposed carpark layout to make sure it’s safe and practical. We consider a range of best practise design principles, provide you with written feedback or annotated plans, and undertake a vehicle tracking assessment for any critical parking spaces.

Car park design review: $1,000 – $2,000 plus GST. 

This assumes that you provide the base plans. More than one round of designs requires an additional fee.

Additional services

The following additional tasks may be helpful for some design reviews:

  • Tracking for multiple vehicle classes.

Preparation of carpark plans and designing alternative layout options.

Visibility/ Transport Memorandum

Review your existing or proposed development to make sure it’s safe and practical. We consider a range of best practise design principles, provide you with written feedback or annotated plans, and undertake a vehicle tracking assessment for any critical parking spaces.

If your development is on an arterial road, a high-speed road, or in a busy area, you may be asked for a visibility assessment or transport assessment. This considers safe visibility at access points to your development.

A simple visibility/ transport memorandum may include:

  • Site visit to observe visibility/ access.
  • Referencing local and industry visibility standards.
  • Preparation of a memo to support your development application.
  • May require assessment of development against the District Plan rules.

Visibility/ Transport Memorandum: $2,000 – $4,500 + GST.

Depending on your site, vehicle tracking to assess for conflicts may be useful. This requires an additional fee. 

Integrated Transport Assessments

An Integrated Transport Assessment (ITA) considers the transport effects of a large-scale development. ITAs are requested by local councils when you lodge a planning application under the Resource Management Act.

Integrated Transport Assessments can include:

  • Survey work to calculate traffic flows.
  • Transport modelling to understand the impact your development will have on the surrounding transport system.
  • 3D custom vehicle tracking.
  • Providing traffic advice for intersection designs within the site and where your development interfaces with the public roading network
  • Working with your local roading authority to agree road design, intersection and traffic signal designs for Resource Consent and Engineering Approval.
  • Achieving traffic resolution approval to enable road adoption.
  • Modelling of intersections.
  • Responding to Section 92 requests for information from the Council.
  • Considering submissions, preparing evidence and attending local council or Environment Court hearings as your expert transport witness.
