Detailed design of the public transport facility in Tauranga city centre
The Western Bay of Plenty is one of New Zealand’s fastest growing areas, with Tauranga being a centre of significant economic and population growth over several years. To manage existing and expected growth, Tauranga City Council in partnership with Bay of Plenty Regional Council and central government partners, identified improved public transport as a key part of the solution but these required a substantial uplift in public transport infrastructure within the city centre.
Following a competitive procurement process, Abley were appointed to support the design and development of a high-quality bus facility within the city centre. Our services spanned the range from the initial business case analysis through to developing up the detailed design for construction.

Challenges
Stakeholders raised that there is a public perception that bus stops are unsafe to wait at, particularly at night due to isolation. Therefore, this project had a key focus on improving the public realm alongside providing a high-quality public transport facility to provide a space that discouraged anti-social behaviour. Abley and project partners, including Jasmax and Novare, worked collaboratively to design a facility that achieved a higher level of service to public transport users and pedestrians by creating a space that feels inviting and safe.
Tauranga City Centre is going through significant changes with new developments changing the road environment. The design of the public transport facility needed to be considerate of the new developments and existing businesses. Tauranga City Council met with property owners on Durham Street throughout the process to discuss the proposed changes and minimise disruption during construction.
Due to the constrained environment, there were some concerns that buses may not be able to safely manoeuvre in and out of the kerbside stops. To ease any concerns regarding bus movements in and out of stops, Abley and BOPRC facilitated a practice drive through of a marked out arrangement of the design. This was successful and gave project partners confidence in the design prior to construction.

The design
The design includes:

Three bus stops in each direction with bespoke shelters, facilitating connection employment, retail and education centres in the Tauranga City Centre

A loading zone to facilitate delivery of goods to businesses

A new pedestrian crossing on the south end of Durham Street, improving the pedestrian safety, and connectivity between stops and destinations

Introduction of more trees and greenery to Durham Street
The facility is accessible and convenient for students going to the University of Waikato, people accessing the various businesses and services in the area, and the retail precinct of the Tauranga City Centre nearby.
