Detailed design of the public transport facility in Tauranga city centre

The Western Bay of Plenty is one of New Zealand’s fastest growing areas, with Tauranga being a centre of significant economic and population growth over several years. To manage existing and expected growth, Tauranga City Council in partnership with Bay of Plenty Regional Council and central government partners, identified improved public transport as a key part of the solution but these required a substantial uplift in public transport infrastructure within the city centre.

Following a competitive procurement process, Abley were appointed to support the design and development of a high-quality bus facility within the city centre. Our services spanned the range from the initial business case analysis through to developing up the detailed design for construction.

Challenges

Stakeholders raised that there is a public perception that bus stops are unsafe to wait at, particularly at night due to isolation. Therefore, this project had a key focus on improving the public realm alongside providing a high-quality public transport facility to provide a space that discouraged anti-social behaviour. Abley and project partners, including Jasmax and Novare, worked collaboratively to design a facility that achieved a higher level of service to public transport users and pedestrians by creating a space that feels inviting and safe.

Tauranga City Centre is going through significant changes with new developments changing the road environment. The design of the public transport facility needed to be considerate of the new developments and existing businesses. Tauranga City Council met with property owners on Durham Street throughout the process to discuss the proposed changes and minimise disruption during construction.

Due to the constrained environment, there were some concerns that buses may not be able to safely manoeuvre in and out of the kerbside stops. To ease any concerns regarding bus movements in and out of stops, Abley and BOPRC facilitated a practice drive through of a marked out arrangement of the design. This was successful and gave project partners confidence in the design prior to construction.

The design

The design includes:

  • Three bus stops in each direction with bespoke shelters, facilitating connection employment, retail and education centres in the Tauranga City Centre

  • A loading zone to facilitate delivery of goods to businesses

  • A new pedestrian crossing on the south end of Durham Street, improving the pedestrian safety, and connectivity between stops and destinations

  • Introduction of more trees and greenery to Durham Street

The facility is accessible and convenient for students going to the University of Waikato, people accessing the various businesses and services in the area, and the retail precinct of the Tauranga City Centre nearby.

Client feedback

Karan Sehgal, Senior Project Manager at Tauranga City Council says:

"Working with Abley on the Durham Street Public Transport Facility has been a positive experience from start to finish. Although the project went through significant changes, from an initial business case to a full design and construction phase, Abley showed adaptability and continuity that was incredibly valuable throughout.

Their knowledge of the Tauranga transport network was a real asset, particularly as we moved into the design phase. They brought strategic thinking and on-the-ground understanding to the table, which meant the design not only worked functionally but also responded to the real challenges we face in the city centre.

The team, especially Matthew, provided strong leadership in what was a complex, multi-party environment. Abley consistently provided quick turnaround for design-related queries during construction. Their proactive support extended beyond their immediate scope, demonstrating a commitment to the success of the wider project.

Beyond technical delivery, what stood out most was the professionalism, collaboration, and genuine investment they brought to the work. It is not just about delivering a scope for Abley, it is about creating something that works for the community. That mindset makes them a trusted and valued partner for projects where getting the details and the vision right matters."

Congratulations to Tauranga City Council, Bay of Plenty Regional Council, and JFC Ltd on the successful construction of the Tauranga City Centre Bus Facility on Durham Street.
